its a final solution but if anybody has anything else you should work on that first

gfx isnt his problem, its a CPU lag problem (i tv'd him the other day)
there seems to be something hogging his CPU, hidden of course; most likely a trojan (i have some programs if we have some feelings for viruses)

Cool I tried this stuff and my fps basically doubled. I was getting like 50-60 and now I get like 130-140, and that was in Scene's Montreal server Sidewinder CTF max 16 people. Can't wait to test these settings out more.
Also I found out to check fps in game, push
CTRL + F12
It ends up showing your refresh rate and your fps.
